Homes for slumdwellers, sops for realtors

Gujarat government wants land developers to turn slum rehabilitators. The state urban development department has announced concessions for realtors who will build free houses for slumdwellers.
A developer agreeing to build multi-storey two-room apartments for slumdwellers will be allowed construction for any other purpose elsewhere in the state, announced urban development minister Nitin Patel in the state assembly on Wednesday. The purpose can be anything a commercial complex or residential township and the area offered will be equal to the size of construction for slum-dwellers, he said.
Besides, nearly 25 per cent of the multi-storey building for the slum-dwellers will be reserved for commercial activity,mainly for small shops. Builders will be allowed to sell the space to fund construction.
They’ll also be allowed to have extra floor space index (FSI) on any other plot at jantri rate.FSI available to the builder will be equal to that used for constructing slum apartments.
Under a public-private partnership (PPP) model,the developer will be allowed to buy government land on which slums exist and redevelop it. The developer can also choose an alternate site for rehabilitating slumdwellers in consultation with the slum rehabilitation committees, to be set up in each municipal area, the minister said.
A person living in a particular slum for at least 10 years and has lived in Gujarat for the last 25 years will be entitled to an apartment of 28 to 36 sq m, comprising two rooms, a kitchen,a bathroom and a toilet. Every block of 500 dwellings will get a school,a community hall, an anganwadi and a health post. Jaxay Shah, president of Confederation of Real Estate Developers Associations of India (CREDAI), Gujarat Chapter, said, It will encourage developers to build affordable houses in the vicinity of the city and slum dwellers will get pukka homes.
Vijay Shah, chairman, real estate committee,Gujarat Chamber of Commerce & Industry (GCCI),termed it as a win-win situation for government and builders.It will boost housing in the state.
